SOLUTION HOW TO SOLVE
You need OEM off and FRP off no developer setting use otg cable connect mouse and skip all go to normal tab again go to setting and OEM unlock and adb on
BOOTLOADER UNLOCK
press VOL UP + VOL – then connect cable after connect phone boot before download mode long press VOL UP PLUS VOL DOWN and unlock phone after unlock again phone boot to download mode…… just flash boot TAR on odin , zx3 pro , chimera , any other tools
